Once I give full access, everything is fine. Then either copy the files to a temporary place on your hard disk, (eg the Desktop is a good temporary place), or remember where they are to browse within Windows Explorer It was quicker to uninstall so I did that and the Windows Installer problem was finally gone.

Not sure what other system info you may need to help me figure this out. As a work around, I ran Services.msc and disabled the "Windows Installer" service.
